E39 Main cycle path, Schancheholen - Sørmarka.
Reference number: 23/20147The main cycle path is a pilot project in Norway. It will go between Stavanger and Sandnes, will only be for cyclists and will be approx. 13 km long. This contest is for the construction of the last stretch into Stavanger from where the main cycle path ends to the south of Auglendshøyden to where it continues from SIFFEN northwards to Mosvannparken. The stretch is split into two lots: Stretch 1: Sørmarka – Sørmarkveien bridge. Stretch 2: Sørmarkveien bridge – Schancheholen.

This contest is for the construction of the last stretch into Stavanger from where the main cycle path ends to the south of Auglendshøyden to where it continues from SIFFEN northwards to Mosvannparken. The stretch is split into two lots: Stretch 1: Sørmarka – Sørmarkveien bridge. Stretch 2: Sørmarkveien bridge – Schancheholen.
For this tender contest, the contracting authority will select 4 qualified tenderers who will be invited to submit tenders and participate in the negotiations, cf. Chapter B3 of the tender documentation.
Selection amongst the qualified tenderers will be based on the contracting authority"s evaluation of
which of the qualified tenderers best fulfils the following selection criteria:
• The tenderer"s technical and professional qualifications in accordance with qualification requirement B2 point 2.4.1.
The contract includes three options that are described in A3 points 1 and 1.3. The builder intends to decide whether or not to take up the options before the contract is signed, but due to a processing of the options by others outside the project organisation, there can be a need for a slightly longer deadline. The deadline for asserting the option is set to 2 September 2024.
A tender conference will be held on 13.09.2023 from 12-15, meet at the SIF stadium at 1200. There will be a site inspection along the line afterwards. It is possible to park in the car park for Gamlingen. The Norwegian Public Roads Administration will provide transport back to SIFFEN after the site inspection if required. The tender conference can be held digitally. Registration for participation in the tender conference must be submitted via the Tender Management System (Norwegian abbreviation: KGV).
Tenderers must be a legally established company or consist of a group of contractors who are legally established companies. The requirement also applies to businesses the tenderer relies on, cf. B2 point 4.1. Tenderers must not be a unit that is affected by the ban in section §8n in the Ukraine sanction regulations.
Tenderers must have adequate economic and financial capacity to comply with the contractual obligations and, in addition, fulfil the following requirements: 1. Tenderers must have a minimum equity of NOK 10 million. 2. Tenderers must have an equity ratio of at least 10 %.
3. Tenderers must have an average annual turnover of minimum NOK 150 million in the last three fiscal years.

Tenderers must have sufficient experience with the execution of road projects of a relevant nature and degree of difficulty. Tenderers must have sufficient experience of a relevant nature and degree of difficulty, including from the following central work: 1. Road construction in dense urban areas with heavy traffic, including water, sewage, and cable installations. 2. Construction of bridge constructions with prestressed steel. 3. Water and frost protection in tunnels. NPRA and other builders" experiences with the tenderer will be appraised. Tenderers, and the suppliers the tenderer will rely on to fulfil the requirement for technical and professional qualification in B2 point 2.4, cf. 4.1 must have an average H2 value lower than 12 for the last three years. Tenderers must be certified in accordance with ISO 14001 (2015), EMAS (EU Eco-Management and Audit Scheme for environmental management), or the Eco-Lighthouse certification scheme, with relevance to equivalent public transport projects. Tenderers must be certified in accordance with ISO 9001 (2015) with relevance to comparable public transport projects.
