BME EEA 2023-14 Pilot development of new market stalls - New call for tenders
Reference number: 2023/216884Bymiljøetaten needs a supplier who can contribute to the development, engineering design, production and delivery of market stalls for a pilot project at the Fish Market ("Fisketorget") in Bergen.
A supplier is now wanted that can contribute to the development process of the two prototypes, with responsibility for the development of technical solutions and production of two stalls for testing. The engineering design shall be carried as a development phase with cooperation between the supplier and Bymiljøetaten. Dialogues with the user shall be included in the development phase. Expertise (engineering design and execution) in industrial design, statics, commercial kitchens and metal work.
As part of the development, a pilot project shall be carried out with two different prototypes for testing the design and the functionality. New market stalls are part of the work on the design and use of urban spaces along Bryggen and Fisketoget. This is a further development of the winning proposal from the planning and design contest ""Market Square Bryggen" that was held in 2019. Bymiljøetaten has in collaboration with the winning team, Mot Vågen, created a concept for new market stalls.
Contract is divided in 2 phases. 1 the Pilot phase and 2 the Production phase. The contract may be concluded after phase 1, or the contracting authority may choose to enter into phase 2.
Tenderers must be a legally established company. Documentation: Tenderers registered in the Norwegian Register of Business Enterprises do not need to enclose documentation. The contracting authority will control the registration by using the organisation number provided in the tenderer"s Mercell profile. For tenderers that are not registered in the above-mentioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established. The certificate must not be issued more than 6 months prior to the tender deadline.
In regards to any other economic and financial requirements stated in the tender notice or in the procurement documents, tenderers must verify the follwoing:
Minimum level(s) of standards possibly required:Tenderers must have sufficient economic and financial capacity to fulfil the contract. The required financial capacity will be assessed in relation to the contract"s value, services, risk and length. All the received and any obtained information will form the basis for an overall assessment of whether the qualification requirement is fulfilled. Documentation for Norwegian tenderers: The contracting authority will review tenderers" financial situation from eBevis, Proff Forvalt and/or via information given by Creditsafe (https://www.creditsafe.com), and can obtain further information from the Brønnøysund Register Centre. Foreign tenderers: The contracting authority will review the tenderers" financial situation from Creditsafe. If a tenderer is not registered in Creditsafe, the company"s two most recent auditor-approved annual accounts upon request are to be submitted upon request. If the information from the sources is not correct, or if supplementary information is required to highlight the company´s economic and financial situation, this can be submitted.
Tenderers must have substantial and relevant experience.
Minimum level(s) of standards possibly required:The experience must include deliveries of similar complexity to the prodcuts requested in this tender contest, and at least one reference must include work with stainless steel of acid-resistant quality. Documentation requirement: Relevant experience is to be documented by stating a minimum of three (3) and a maximum of five (5) reference projects from the last three (3) years. The reference projects are to be entered directly in the Mercell system. Only the first five projects will be assessed if more than five reference projects are listed.
