      4. Short description:
         

         Oslo University Hospital Trust has an annual energy consumption of approx. 300 GWh and has agreed on a goal to reduce the annual energy consumption by 20% (60 GWh) by 2030. This shall partly be achieved by enter into and implement an EPC. So far, NOK 30 million has been allocated annually and earmarked for energy efficiency measures (Norwegian: ØLP) up to 2030

         Consequently, Oslo University Hospital needs an EPC facilitator to assist through all phases of the project:

         Phase 0 - Mapping and assistance in the procurement process

         Phase 1 - The analysis phase

         Phase 2 - The implementation phase

         Phase 3 - The energy saving phase

         The EPC project is ongoing as a result of annual allocations. The project shall eventually result in several parallel phases.

         The EPC facilitator shall work as the contracting authority"s operational and strategic support and professional resource in all phases.

         The facilitator becomes part of the contracting authority"s team and will assist with his professional expertise to ensure a successful implementation of the project.

         Assistance shall be provided as consultancy, participation in meetings/negotiations and in the execution of tasks such as preparation of tender documents. The facilitator shall have an active function in negotiation meetings, analysis reviews and otherwise in technical, financial and legal discussions.
