        Stavanger municipality"s properties are valued by appraisers in the municipality"s Management Projects department. This has resulted in a list of items that have been given a condition grade of 3, and this contest concerns the their improvement.

        Attached to the contest is a printout of a representative selection of these items. There are approx. 120 items split between 50 addresses.

        The work must be carried out and invoiced in 2023.

        The work mainly consists of carpentry, plumbing, painting and bricklaying.

        The contest is advertised as a framework agreement for timber, and a contract will be signed with five tenderers if more than five offers are received.

        The work must be carried out on an hourly basis, and the award criterion is the hourly rate and mark-up on materials in accordance with the price form.

        It is the Tenderer"s responsibility to get the job done, and if other trades are involved, the Tenderer is responsible for the work of subcontractors.

        Communication with residents must be carried out by the tenderer, and it must be expected that some residents will need to be contacted several times.

        The offered key personnel must understand written and spoken Norwegian. The tenderer must have personnel who speak Norwegian at the construction site at all times.

      1. Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers:

        Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; tenderers from certain member countries can be required to fulfil other requirements in the mentioned annex.

        The tenderer must have the necessary capacity and expertise to meet the needs associated with delivery of the assignment.

        BAS and tradesmen must must be licensed carpenters.

        Documentation: An overview of staffing for this assignment with CV"s of the key personnel who will carry out the assignment shall be enclosed. More than one specific person can be offered for each of the roles. CVs should not have attachments.

      2. Economic and financial standing:

        Tenderers must have the financial ability to carry out the contract.

        Documentation: The contracting authority will obtain the credit rating Commercial Delphi Score from Experian as documentation. Tenderers must be in risk class 5 or higher on Experian"s scale. Tenderers are expected to have familiarised themselves with registered information on the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer"s financial situation. If a tenderer knows that the requirement regarding the financial capacity to fulfil the contract cannot be met via the credit rating as specified above, the tenderer can submit other documentation with the tender that confirms/explains a satisfactory financial capacity to fulfil the contract. If the contracting authority’s credit information about the individual company does not include a credit rating, or if the tenderer, for other reasons, does not meet the credit rating requirement, the contracting authority can seek to have this documentation requirement met in another manner, either by assessing whether the economic ability is satisfactory based on other information that is available in the Experian solution, or by obtaining other documentation. Tenderers can be assessed separately in the case of mergers/acquisitions/new businesses.
