Oslo University Hospital Trust intends to continue the agreement for the delivery of heat from Oslofjord varme for 2 years with the possibility of extension for up to 1 year at a time. The total maximum contract period is four years. The agreement for the delivery of heat between Oslofjord varme (licence holder) and Oslo University Hospital Trust expires on 30 June 2023. The agreement covers all deliveries of thermal energy for heating, including domestic hot water.

Explanation:

This voluntary ex-ante transparency notice for the contract signing is in accordance with the public procurement regulations § 30-6. Oslo University Hospital Trust, together with the Norwegian Hospital Procurement Trust, has carried out thorough surveys in the market to get the need covered. Based on this, the conclusion is that Oslofjord Varme is the only supplier that can deliver to cover this need. Therefore the exemption can be used in the public procurement regulations, § 13-4 letter b) no. 2, as the contracting authority considers that, in reality, there is a "monopoly situation".
