Fate and Flow of Plastic in Africa
Plastic consumption and subsequent waste generation, along with the additives and toxic chemicals needed to produce plastics, are growing in African countries due to a few factors. These include the opening up of markets across the continent via the African Continental Free Trade Area (AfCFTA) agreement and an increase in the availability of consumer goods on the market, coupled with increasing rates of urbanization and rising living standards. In order to understand the state of plastic pollution in Africa’s marine environment, is suggested to undertake a study to provide a snapshot baseline analysis on the flow of plastic and its fate in Africa.

The United Nations Environment Assembly (UNEA) resolution 5/14 established an Intergovernmental negotiating committee (INC) to develop an international legally binding instrument on plastic pollution, including in the marine environment. In response to the above UNEA resolution, the eighteenth ordinary session of the African Ministerial Conference on the Environment (AMCEN), in its decision 18/2, established the African Group of Negotiators (AGN) on plastics pollution with a view of coordinating Africa’s interests in the intergovernmental negotiating committee processes. The ministers also made key policy messages in the lead up to the first intergovernmental negotiating process INC-1). The decision also requested the Executive Director of the United Nations Environment Programme and other partners to support the African region in the intergovernmental negotiating committee processes. In this dispensation where the global arena is set to develop a legally binding instrument on ending plastic pollution, African decision-makers and negotiators should be empowered to articulate the continent’s priorities and to find strategies for global plastic waste reduction and minimization.
To effectively and strategically participate in the process envisaged by UNEA to create an international legally binding instrument on plastic pollution, Africa must come together and have a unified and coordinated African voice and a common position. This will ensure that Africa’s priorities are taken into consideration in the formulation of the envisaged legally binding instrument.
