Freight, special freight, and forwarding services, nationally and internationally
Reference number: ANSK-23-0218The framework agreement will cover UiO’s need for freight services (not removals), here called freight, special freight,
and forwarding services, nationally and internationally.
The procurement is split into three sub-contracts for the best possible coverage of needs and competition.
Sub-contract 1: National courier and freight services (one tenderer).
Sub-contract 2: International courier, freight, and forwarding services (one tenderer)
Sub-contract 3: Special freight, courier, and forwarding services (nationally and internationally), (1-2 tenderers).
Succeeds contract ANSK-0295-17 for Freight, special freight, and forwarding services - nationally and internationally. (ANSK-22-0316 is cancelled).
Sub-contract 1: National freight
Lot No: 1Oslo
For national freight, the primary need is express dispatch of documents and dispatches of 0-30 kg, but larger and heavier dispatches can occur. Based on available information, it appears that the main scope of national freight will be to/from Oslo, Bergen, Trondheim and Tromsø.
The framework agreement period will be 2 years. The contracting authority will have an option to
extend the framework agreement for a further 2 years/1+1, to a maximum of 4 years. The framework agreement
will be automatically extended for 1 year at a time, unless the contracting authority notifies otherwise in writing at least 3 months prior to the expiration of the current contract period.
Sub-contract 2: International courier, freight, and forwarding services
Lot No: 2Oslo
For international freight, the primary need is express dispatch of documents and dispatches of 0-30 kg, but larger and heavier dispatches can occur. Based on available information, it appears that the main quantity of international freight will be to/from Europe and the USA.
Both sub-contracts 2 and 3 will require forwarding services in the form of customs, import and export processing, as well as consultancy services/assistance/guidance/quality assurance.
The framework agreement period will be 2 years. The contracting authority will have an option to
extend the framework agreement for a further 2 years/1+1, to a maximum of 4 years. The framework agreement
will be automatically extended for 1 year at a time, unless the contracting authority notifies otherwise in writing at least 3 months prior to the expiration of the current contract period.
Sub-contract 3: Special freight (nationally and internationally).
Lot No: 3For special freight, the primary freight need is for temperature sensitive biological samples and materials that must be temperature regulated and monitored (for example with the help of dry ice). Many of these samples are used in research and can be considered irreplaceable as they are biological samples from people and animals, where it can be difficult or impossible to obtain equivalent samples if they are damaged or lost. Therefore, there are very high expectations of the special freight service provider. It is vital that the tenderer has good control routines so that errors are avoided. These can be wrong dispatches, returns due to errors, temperature errors, or for example, a lack of dry ice refill that can result on damage to the dispatch, or that it is whilst under the responsibility of the transporter. Both sub-contracts 2 and 3 will require forwarding services in the form of customs, import and export processing, as well as consultancy services/assistance/guidance/quality assurance.
