Turnkey contract - 330123/430129 Fredlybekken lower part, stage 4 Sluppen - directional drilling
Reference number: 2023/10928The assignment is tunnelling and directional drilling of pipelines from Nidarvoll School and through Bratsbergvegen, and down under Sluppenvegeven to the connection point by the E6 at Sulppen.
The notice also includes completion of the park and stream opening in the park to the north of Nidarvoll School, hereafter called Cabobanen. The turnkey contract also includes engineering design services for and the establishment of a foot and cycle path along Bratsbergveien, with overpasses to the adjacent pavement.

The assignment is tunnelling and directional drilling of pipelines from Nidarvoll School and through Bratsbergvegen, and down under Sluppenvegeven to the connection point by the E6 at Sulppen.
In addition there will be excavations for pipes through and along Bratsbergvegen.
A cycle path and pavement is to be established over a stretch of approx. 200 m along Bratsbergvegen in connection with the pipeline installations.
Green structure work on the east side of Bratsbergvegen, as well as some on the west side is also included in the work.
Amongst other things, a noise reduction screen is to be constructed along the cycle path towards to school area.
Progress planning and good coordination with other projects and authorities are important in this assignment.

Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; tenderers from certain member countries can be required to fulfil other requirements in the mentioned annex.
Description of requirements/documentation:
Minimum requirement: The tenderer must be registered in a company register, professional register or a trade register in the state where the tenderer is established. Documentation requirement: Norwegian businesses must present a company registration certificate. Foreign companies must present a registration certificate in a professional register as determined by legislation in the country where the tenderer is established.

The tenderer"s ("total’) annual turnover for the number of financial years requested in the notice or in the procurement documents are:

Tenderers must have the required economic and financial strength in relation to its operations in general, and in relation to the nature of this contract. Tenderers must have an annual minimum turnover in the area the contract concerns, equivalent to twice the estimated value of the contract. Documentation Requirement: Annual Financial Statement for the last 2 financial years, including the board"s annual report, income statement, balance sheet, notes and auditor"s report.

In regards to any other economic and financial requirements stated in the tender notice or in the procurement documents, the tenderer must verify:

Minimum requirement: Tenderers must have sufficient economic and financial capacity to execute the contract. Tenderers must have minimum rating A or equivalent. Documentation requirement: Credit evaluation/rating, not older than 3 months, based on the last known accounting figures. The rating must be carried out by an officially certified credit rating institution. If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position by presenting, for example, a declaration from a financial institution on surety.
Tax and duties
Tenderers must have an orderly system in relation to payment of taxes and VAT. Documentation requirement: An expanded tax and VAT certificate must be submitted. The certificate must not be older than 6 months from the tender deadline. Foreign tenderers must submit certificates from corresponding authorities in the countries where they are registered for tax. If the authorities in the respective countries do not issue such certification, the tenderer must present a self-declaration regarding whether there are arrears on taxes and if so, the amount of these.

Only for building and construction work: In the reference period, the tenderer has carried out the following work of the requested type. The contracting authority can demand up to five years of experience and allow experience from the time before the last five years to be taken into account.
Description of requirements/documentation:
Tenderers must have good experience with the execution of similar projects of an equivalent size and complexity. Documentation requirement: The tenderer"s suitability is to be documented with a description of minimum 3 equivalent projects carried out in the last five years. The documentation must include a statement of the assignment"s value, date, and recipient (name, telephone number and e-mail address). References will be contacted if needed to clarify relevance of the assignment. It is, however, the tenderer"s responsibility to document relevance through the description. Tenderers can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another supplier. Tenderers can command the following technical personnel or technical units, particularly those who are responsible for quality assurance: For technical personnel or technical units that do not directly belong to the tenderer"s company, but is the capacity that the tenderer will rely on, cf. part II, paragraph C, particular ESPDs must be completed.

Education and professional qualifications
The following education and professional qualifications are held by the tenderer and / or (depending on the requirements given in the notice or in the procurement documents) by the senior executives.

Tenderers must have available personnel with suitable competence and experience from the relevant services. In order to comply with the suitable competence/experience requirement, the offered personnel must have the formal competence and experience with relevance to this assignment’s complexity and scope. Documentation requirement: Information on education and professional qualifications (CV) for the offered project organisation, i.e., Project Manager/Assignment Manager/Site Manager/Foreman/Engineering Design Manager/QA Manager/SHA Manager.

Tenderers must have sufficient capacity and execution capabilities. In order for capacity and implementation ability to be seen as sufficient, the available personnel must have formal competence and experience that is relevant for the assignment"s complexity and size. A staffing plan for the assignment must be presented, amongst other things, which shows the number of the tenderer"s own employees, hired staff, sub-suppliers etc.
The portion of the contract to be performed by sub-suppliers.
The tenderer is considering to leave the following part (percentage) of the contract to sub-suppliers. Note that if a tenderer has decided to leave a part of the contract to sub-suppliers and rely on sub-suppliers" capacity to carry out this part, a separate ESPD is required for such sub-suppliers, see part II, section C above.
