      4. Description of the procurement:
         

         The Ministry of Local Government and Regional Development (KDD) has given Statsbygg the task of establishing an external

         control centre for mail and goods (EKPV) outside the centre of Oslo. EKPV is part of construction stage 1 in the project

         new government quarter (RKV) and is a security measure for the protection of the government quarter.

         The project consists of a turnkey contract K210 where Best Value Approach (BVA) has been chosen as the

         execution model, as well as several joint contracts. A prequalification for the procurement of K210

         turnkey contract (BVA) has been held, and there are three tenderers that have been invited to submit a tender. The contest

         has not been decided when this contest is announced (H182). Therefore there can be a change to the procurement"s form and

         content.

         Tenderers in this contest will have the role of builder ombudsman (BHO) for the turnkey contractor

         (TE) in K210 and for the joint contracts. The TE will undertake administration and progress control of the

         joint contracts, as well as be the main company in accordance with the Working Environment Act.

   1. Conditions for participation:
      1. Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers:

         Tenderers are required to have a legally established company.

         Company Registration Certificate: foreign companies are required to have an equivalent certificate in the country where the company is registered, alternatively StartBANK ID.

      2. Economic and financial standing:

         Tenderers must have satisfactory financial implementation ability. The size of the turnover, seen in relation to the contract value, can be emphasized.

         Statsbygg will carry out a credit rating of the tenderer. Tenderers can also be asked to submit the auditor confirmed annual accounts, alternatively, state StartBANK ID.

      3. Technical and professional ability:
