In connection with the project "Digital Resident Services - My Appointments", there is a need to purchase additional functionality from the existing EPJ supplier. Patients will be able to log in to helsenorge.no, view their appointments at health trusts and have a digital dialogue with the department about their appointments. For further information, see; Digital Resident Services - My Appointments - South-Eastern Norway Regional Health Authority (helse-sorost.no)

The product "My Appointments on Helsenorge" will enable DIPS hospitals to meet the national requirement that all calls for appointments in the public health sector must be pushed to Helsenorge, so that patients have an overview of their appointments at all times without Helsenorge having to query the databases of the various health organisations.

The procurement concerns the development, purchase and maintenance of the product. The development of My Appointments is organised in a collaborative project with South-Eastern Norway Regional Health Authority.

Sykehusinnkjøp HF is carrying out the procurement on behalf of the Southern and Eastern Norway Regional Health Authority.

Award of a contract without prior publication of a call for competition in the Official Journal of the European Union in the cases listed below

The procurement falls outside the scope of application of the directive

Explanation:

The product and further development work included in the procurement can only be delivered by DIPS. Leaving the development of this functionality to others would mean that another tenderer would have to be granted access to carry out development work using DIPS"s source code. DIPS ASA has exclusive rights to the existing system and it would violate the service provider"s immaterial rights if other service providers gain access to the source code to develop and maintain the existing system. It is important that the tenderer of this service can provide the necessary support and maintenance in the future, and that the product is maintained together with the rest of DIPS Arena. The contracting authority believes that is a legal basis to enter into a contract without competition in accordance with the procurement regulation §13-4, letter b) no. 3. Any questions are to be sent via the communications module in Mercell.
