IK-EEA 029-2023 Consultancy services, personal protection and information security
Reference number: 2023/36869Bergen Municipality would like to enter into framework agreement for consultancy services for Bergen Municipality within personal protection and information security.
The aim of the procurement is to put contracts in place that ensure capacity and the necessary additional competences for this work in Bergen Municipality.
Bergen Municipality will enter into a framework agreement with 3–5 tenderers. Mini competitions will be carried out between these tenderers for each individual call-off.
The procurement concerns a framework agreement for the provisions of consultancy services to Bergen Municipality in the service area personal protection and information security.
The contract applies to all of Bergen Municipality. Each individual call-off will have a description of whether the assignment requires presence at the contracting authority"s location.
Due to staff holidays, submitted questions will not be answered in the period from 17 July to 14 August 2023.
The contracting authority has an option to extend the agreement for one year at a time, up to 2 years.
Tenderers must be a legally established company.
Documentation: Tenderers registered in the Norwegian Register of Business Enterprises do not need to enclose documentation. The contracting authority will control the registration by using the organisation number provided in the tenderer"s Mercell profile. For tenderers that are not registered in the above-mentioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established. The certificate must not be issued more than 6 months prior to the tender deadline.
Tenderers must have sufficient economic and financial capacity to fulfil the contract.
The required financial capacity will be assessed in relation to the contract"s value, services, risk and length. All the received and any obtained information will form the basis for an overall assessment of whether the qualification requirement is fulfilled. Documentation for Norwegian tenderers: The contracting authority will check tenderers" financial situation from DIFI"s eBevis, Proff Forvalt (https://forvalt.no/) and/or via information given by Creditsafe (https://www.creditsafe.com), and can obtain further information from the Brønnøysund Register Centre. Foreign tenderers: The contracting authority will check the tenderers" financial situation from Creditsafe (https://www.creditsafe.com). If the tenderer is not registered in Creditsafe, they submit the company"s two most recent auditor-approved annual accounts upon request. If the information from the sources is not correct, or if supplementary information is required to highlight the company´s economic and financial situation, this can be submitted.
Tenderers are required to have a high standard of professional competence and good ability to implement the assignment in accordance with the needs of the contracting authority. Tenderers must have sufficient capacity to carry out the assignment. The qualification requirements must be fulfilled during the contract period, cf. Framework Agreement, Annex 4 Administrative Provisions, point 6.7.
Tenderers must provide the number and names of employees that will be available for Bergen Municipality from the start-up of the contract. Employees are to be grouped by competence level.
The attached form Qualification Requirements Technical and Professional Qualifications states the minimum requirement (qualification requirement) for the number of employees for the service area, as well as the requirements for the share of minimum requirements for the tenderer"s own competence. If a tenderer does not have sufficient total capacity for the total minimum requirements, sub-suppliers can be used for qualification, as long as the tenderer fulfils its share of the minimum requirement.
The total competence profile for the service area personal protection and information security must show a majority (minimum 50%) of consultants at the competence level senior consultant/advisor or higher. A consultant can only be at one competence level. The competence levels requirement is detailed in annex 1, point 2.2 Competence Level.
The qualification form must be seen in connection with the minimum requirements in annex 1, chapter 4.2 Requirements for the Consultants" Competence. ALL the names given in the minimum requirements (under Requirements in Mercell) MUST also be in table 1 in the attached form Qualification Requirements Technical and Professional Qualifications.
Documentation requirement:
Completed form Qualification Requirements Technical and Professional Qualifications. Tenderers must complete Table 1 in this document. In Table 1 tenderers must state the number and names of available employees grouped into competence levels for the service area from the start-up of the contract. CVs are not to be attached for the consultants, but it can be necessary to submit such documentation upon request.
If a tenderer receives support from sub-supplier(s) in order to fulfil the minimum requirements, the tenderer must also fill out table for sub-suppliers and state the number and names of available employees grouped by competence level from the start-up of the contract. Names of potential sub-supplier(s) must also be provided. If there are several sub-suppliers, it must be clear which sub-supplier an employee comes from - add a row per sub-supplier in the table.
All submitted or collected documentation will form the basis for an overall evaluation of whether the qualification requirement is fulfilled.
Tenderers must have systems and routines for quality management that are satisfactory to ensure the quality in implementing this contract. Documentation requirement: All submitted or collected documentation will form the basis for an overall evaluation of whether the qualification requirement is fulfilled. Documentation is to be provided in one of the following ways: 1) A description of how the entity"s systems and routines cover quality planning, quality assurance, and quality improvements. It must be clear who is responsible for quality management in the entity, and how the entity will ensure quality in the execution of this contract. 2) If a tenderer has a certificate for a quality assurance system, issued by an independent organ, which confirms that the tenderer fulfils certain quality assurance standards, e.g. ISO 9001, a copy of the certificate can be attached as documentation of fulfilment of the requirement.
Call-offs on the framework agreements will be made as mini tender contests in Mercell.
