Framework agreement for consultancy services for Optimizely
Reference number: 23/227The objective of the agreement is to cover DSS" (the Norwegian Government Security and Service Organisation’s) need for specialist qualifications for DSS" Optimizely-based systems - Regjeringen.no, Norgesportalen and the intranet on their platforms. Optimizely is one of the Content Management Systems that DSS uses to provide network/web services to the Norwegian ministries. See the attached documents for further information.

Requirements: Tenderers must be a legally established company.
Documentation:
Norwegian companies: Company registration certificate or a printout from the Unit Register for sole proprietorships not required to register.
Foreign tenderers: Verification that the tenderer is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. The verification can be submitted in writing or by referring to BRIS.
Requirement: Paid taxes and duties.
Documentation:
A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Requirement: Tenderers must have sufficient economic and financial capacity to fulfil a contract of an equivalent nature and scope, in which amongst other things being creditworthy without any requirement for collateral will be adequate.
Documentation:
A credit rating with key figures from a recognised credit assessment company, or other form of documentation to verify that the requirement has been met.
The credit rating must contain the credit rating degree (rating) of tenderers, typically given with a rating code or brief text. The rating must include, or an explanation of the rating code/scale of possible rating codes, must be attached.
The rating ought to be based on the last annual accounts.
Requirement: Tenderers must have sufficient ability and experience to be able to execute a contract of a similar nature and scope.
Documentation: A description of up to three of the tenderer"s most relevant assignments in the last three years, together with information on the contract"s value, date of delivery or execution, and the name of the recipient (if possible).
Relevant assignments are in this context defined as the provison of similar services within WordPress. Tenderers are responsible for ensuring that the description is of such a nature that it verifies that the requirement has been met.
Requirement: Tenderers must have sufficient capacity to be able to execute a contract of a similar nature and scope.
Documentation: A statement of the tenderer"s average annual workforce in the last three years.
