10-UDE-2023 Well-being survey for pupils in the 1st - 4th years in the schools in Oslo
Reference number: 23/9323The Agency for Education would like to procure a research based and digital system for carrying out an annual well-being survey, which will be completed by all pupils in the 1st - 4th years in the schools in Oslo.
The survey will supplement information from the annual user survey amongst parents at the schools in Oslo, as well as the pupil survey for pupils in the 5th -13th years. In addition the well-being survey will be a supplement to how children"s voices are heard and taken into consideration in daily activities (cf. the activity obligation in the Education Act §9A-4, including the obligations to be attentive and to find out).
The contract will be signed in July 2023, and the contract period will be 2 years, with automatic renewal for one year at a time up to 4 times (i.e. 2 + 1 + 1 + 1 + 1) unless notice is given on the contract by the contracting authority at the latest three months before the contract expires.

Oslo Municipality, c/o the Agency for Education, hereafter referred to as the contracting authority invites tenderers to an open tender contest for the procurement of well-being surveys for pupils in the 1st - 4th years.
The Agency for Education (UDE) is responsible for the operation, development, follow-up, and guidance of educational activities pursuant to the Education Act, the Vocational Education Act, the Private School Act, and the Introduction Act, as well as guidelines set by Oslo Municipality. In 2022 the Agency for Education had teaching at 189 teaching locations, and a total of 92,101 pupils/students in the schools were 1.10.2022, of which 117 schools were primary schools. The target group for the survey has approx. 28,000 pupils.
The well-being surveys for pupils in the 1st - 4th years will be piloted at a selection of schools in September 2023, and will be carried out in its entirety from mid November 2023.

The survey must see to what is best for children, (see the Convention on the Rights of the Child, Art. 3), ensure the child"s right to contribute, and the child"s right to be heard (see the Convention on the Rights of Children, Art. 12) about their own experience of well-being at school.
The contract will be signed in July 2023, and the contract period will be 2 years, with automatic renewal for one year at a time up to 4 times (i.e. 2 + 1 + 1 + 1 + 1) unless notice is given on the contract by the contracting authority at the latest three months before the contract expires.
The delivery must be delivered for an acceptance test 01-10.2023, any adaptations must be in place by then.
