Voluntary ex-ante transparency notice - direct award of contract - engineering design services for the Kjerringholmen ferry quay
Engineering design services for a new ferry quay at Kjerringholmen. Before the engineering design services for Kjerringholmen start up, the consultant will submit an assessment of the measure. The report from the assessment of the measure will form the basis for the choice of solution, either engineering design services for an upgrade and extension of the existing ferry quay, or engineering design services for a new ferry quay. The choice of which solution will be used will be made in the project. We believe that this opens up for engineering design services for a new quay also at Kjerringholmen.
The Norwegian Public Roads Administration has only approved standardised ferry quay bridges with a sealed cover. However, ferry quays that experience a lot of snow and a long winter have shown that the snow clearing costs have been large. The estimated annual cost for snow clearing the bridges is NOK 200,000 - NOK 400,000. The plates also get slippery in the winter months with an ice layer, and possibly also in the summer when they are worn.
The project ordered engineering design services for a ferry quay bridge with a grate cover as an addition to the contract, at an estimated cost of NOK 500,000 excluding VAT. A contract as proposed by AAJ would probably not be achievable with another consultant, as they also have a framework agreement with the Norwegian Public Roads Administration. It would also increase the costs and have major consequences for progress in the project if such engineering design services were to be announced again. The alternative would be to go for a ferry quay bridge with a sealed cover, with all the disadvantages this has, as described above.
