        Sola, Sandnes, Randaberg, and Stavanger Municipalities and Rogaland brann og redning IKS hereafter called the contracting authority, invites tenderers to a contest for the delivery of a travel booking portal with accompanying services.

        Stavanger Municipality has the secretarial function for this contest and will have all contact with tenderers on behalf of the contracting authorities.

        The municipalities are using joint tender documentation and the evaluation will be joint, but the municipalities are separate legal objects and will enter into and sign separate contracts with the winner of the contest.

        The municipalities can therefore be seen as five different contracting authorities with different delivery and invoice addresses.

        The contracting authority intends to enter into a framework agreement that will ensure delivery of travel agency services through the use of a web-based portal and manual orders via a travel consultant. The aim of the contract will be to continually work to develop the most rational, environmentally friendly, and economic travel arrangements, so that time consumption, price and quality at any given time provides the best total result. Each employee will be a separate user and will have the possibility to make their own bookings/changes to journeys with the accompanying services. In addition there will be internal travel bookers who can book journeys on behalf of other employees at the contracting authority.

        The framework agreement will cover the contracting authority"s need for travel agency services, with a booking portal, including different types of services that are required to cover the contracting authority"s travel needs and event activities, such as: Individual trips, group trips, flights, hotel accommodation, hire cars, train journeys, conferences/courses, delivery of travel documents, statistics, advice/consultancy service, training, impact on the environment, etc. The tenderer will contribute, and facilitate for an increased share of online bookings/changes to journeys and accommodation.

        A web-portal must be offered that contributes to an increased share of online bookings/changes.
