Procurement of logging and sales of timber
Reference number: 22/45202The aim of the contract is to increase the value creation for the forestry industry in Oslo municipality.
The aim of the procurement is twofold. Firstly, the procurement concerns a service for logging of forests owned by Oslo municipality. BYM is dependent on the best contractors on the market to be able to adapt to working in and developing multi-layered forests and to be able to harvest in rough terrain while making the least amount of tracks possible.
Secondly, the procurement concerns a service for the sale of timber. Sales of timber includes both timber harvested by the contractor as well as timber harvested by BYM.
The procurement will ensure that Oslo municipality can maintain active and sustainable forestry, which also serves outdoor recreation and biodiversity in Oslo municipality.
Oslo municipality, c/o the Agency for Urban Environment (Norwegian: BYM), invites tenderers to an open tender contest in connection with the delivery of logging and sales of timber.
The contracting authority has an option to extend the contract on the same terms for a further two plus two years, (2+2). The option is automatically exercised unless the contracting authority notifies in writing before the end of the contract that the option will not be exercised.

Requirement: Tenderers must be a legally established company.
• Documentation Requirement: Norwegian tenderers: Company Registration Certificate
Foreign tenderers: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Requirement: Tenderers must have sufficient financial capacity to fulfil the contract.
Documentation requirement: Credit assessment/rating equivalent to "A" in the AAA-rating system, not older than 6 months, and which is based on the last known accounting figures.
Requirement: Tenderers must have sufficient experience from equivalent assignments, which must include logging, including thinning, and sales of timber.
Documentation requirement: An overview showing the tenderer"s executed assignments for the last five years, including the values, dates, recipients and the nature and scope of the work. (See annex 6).
Requirement: Environment management measures must have been established, which ensure that the tenderer is suitable to comply with the contractual obligations for environmental regulations. This means that the tenderer must have methods for working actively and systematically on reducing negative environmental impact from the tenderer activities related to the implementation of this contract.
Documentation requirement: If the tenderer is certified, certification in accordance with ISO 14001 with the Norwegian PEFC Forest Standard or equivalent, a certificate issued by other bodies in other EEA states as documentation that the requirement is fulfilled.
If the tenderer is not certified: A description of the tenderer"s environmental management measures, including a description of environmental policy, climate and environmental goals, conformity assessments and measures and procedures with continual improvement measures.
Requirement: Tenderers must have a quality assurance system.
Documentation requirement: If the tenderer is not certified: An account of the tenderer"s quality assurance measures. The account must include a short description of routines and methods for execution, internal control and documentation for field work.
If a tenderer is certified, a copy of a certificate issued by the certification body shall be submitted. The tenderer can then disregard the documentation requirement above, e.g. ISO 9001:2008 or equivalent.
