App customer-id recycling stations

In June 2022 Romsdalshalvøya Interkommunale Renovasjonsselskap IKS (RIR), held a tender contest in a collaboration with Midtre Namdal Avfallsselskap for a contract for the delivery of system for customer identification for access to the recycling stations. As an additional delivery to this contract, RIR would like to get integration with an app that provides a collection calendar with collection notifications, my page for managing subscription/waste containers, website, as well as a QR code for visits to RIR"s recycling stations.

As an additional delivery to this contract, RIR would like to get integration with an app that provides a collection calendar with collection notifications, my page for managing subscription/waste containers, website, as well as a QR code for visits to RIR"s recycling stations.

The price for this app/additional delivery is approx. NOK 300,000 By entering into a contract with the same supplier that delivers the programme for customerID, we will ensure that the app and software communicate with each other. I.e., RIR will achieve full integration with the original procurement, and RIR will be able to have the app system ready within a relatively short time.

In isolation, the delivery is below the threshold values, so that a notice is, as a starting point, unnecessary. However, as this is an additional delivery, it can be a problem and the question appears to be unclear. RIR believes that in addition the delivery is covered by a contract provision in the signed contract on additional deliveries for integrations beyond what are specifically described in the tender documentation, which are to be delivered in accordance with the state hourly rate. In order to avoid questions as to whether the additional delivery is covered by the provision, possibly § 13-4 letter b, or §28-1 (1) letter c are also assessed to give a legal basis to sign a contract for this delivery, RIR would like to publish a voluntary ex-ante transparency notice.

The expected date for entering into the contract with VSP AS is 09.05.2023.
