EBE 14 - 2023 Hordnestunet Nursing Home - total renovation 2nd announcement
Reference number: 2023/50833The project was first announced 4 March 2023, but had to be cancelled two days before the tender deadline due to shortcomings in the tender documentation. Due to this late cancellation, the contracting authority had time to organise a tender inspection and to respond to all questions that were submitted. Now that the project is being announced for the 2nd time, the contracting authority considers it unnecessary to hold another inspection. The minutes of the site inspection (21 March 2023) will be published as additional information, as will all previously submitted and answered questions.
Tenderers are reminded that all information made available as additional information is binding for the future contracting party in the same way as information provided in other contest documents. All potential tenderers are therefore strongly encouraged to read the available information carefully and to submit any questions before the end of the deadline for questions: Monday 15 May 2023.
Hordnestunet Nursing Home will be renovated with further operations and adaptations for a new user group in mind. The building is over two storeys, with the floor plans on level U being changed while those for level 1 will be continued for the most part. There will be no extensions, additions or alterations to the facade, other than the replacement of windows and doors. The project is planned to be carried out as a turnkey contract.
Brief description of the assignment:
Level U
Level U will be rebuilt and the floor plan will be largely redesigned. These areas will house operational and support functions such as offices, laundry rooms and staff changing rooms. A new floor will be established on the ground (see the RIB description) and windows and doors will be replaced. Interior surfaces and fixtures will mainly be replaced.
Level 1
Level 1 will have minor changes to the floor plan. Existing resident rooms (and bathrooms) will be retained and continued, while the common areas will be partially rebuilt.
Windows and doors will be replaced. A new balcony will also be established (see the RIB and LARK descriptions).
Interior surfaces and fixtures will mainly be replaced (or refurbished where demolition is not necessary).
The users who will live at Hordnestunet nursing home are patients with substance abuse problems and somatic disorders. It is therefore important that the turnkey contractor develop long-term and good solutions for the residents while ensuring a safe working environment for the employees.

Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; tenderers from certain member countries can be required to fulfil other requirements in the mentioned annex.
Minimum requirements for qualification
Tenderers must be a legally established company. Documentation: Tenderers registered in the Norwegian Register of Business Enterprises do not need to enclose documentation. The contracting authority will control the registration by using the organisation number provided in the tenderer"s Mercell profile. For tenderers that are not registered in the above-mentioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established. The certificate must not be issued more than 6 months prior to the tender deadline.
Qualification requirements: Tenderers must have sufficient economic and financial capacity to execute the agreement/contract.
Minimum level(s) of standards possibly required:The contracting authority will conduct a self-assessment of the qualification requirement in relation to the individual tenderer. The assessment will be based on the so-called credit rating assessment, i.e. a credit rating from a credit institution, a part judgement and historical rating of the respective tenderer. Minimum requirement: For this contract, creditworthiness with a requirement for a guarantee will be sufficient to fulfil the requirement. This means that the Tenderer"s credit rating must not be worse than B (low risk) or equivalent if another rating system is used (numerical assessment). Tenders with a rating lower than "B” or equivalent will not be considered. Recently established Providers shall not have a score lower than AN (worthy of credit, recently established companies) or equivalent if a different form of score is used (assessment of figures). Recently established service providers can present a bank guarantee as proof of credit worthiness. Documentation for Norwegian tenderers: The contracting authority will obtain a credit assessment for the individual tenderer from DIFI"s eBevis, Proff Forvalt (https://forvalt.no/) and/or via information provided by Creditsafe (https://www.creditsafe.com). The contracting authority can also obtain further information from the Brønnøysund Register Centre. Note that the tender documentation includes guidelines on how tenderers can supplement available information if wanted. Documentation for foreign tenderers: Tenderers must, upon request, submit a credit rating report from a company that has a licence from the Norwegian Data Protection Authority to operate a credit information company in Norway, possibly from a company with the equivalent certification in a member country of the EU/EEA. The credit rating report must be based on updated accounting information.
Technical personnel or technical entities.
Tenderers can command the following technical personnel or technical units, particularly those who are responsible for quality assurance: For technical personnel or technical units that do not directly belong to the tenderer"s company, but is the capacity that the tenderer will rely on, cf. part II, paragraph C, particular ESPDs must be completed.

Tenderers are required to have sufficient technical resources and capacity to fulfil the assignment in accordance with the contracting authority´s needs. Documentation: Tenderers must attach an overview of personnel with relevant technical/specialist competence for the fulfilment of this delivery. The overview must include the person"s professional qualifications, experience and how the person will be used in the delivery. All the stated resources must have sufficient capacity in the contract period to be used as described.
Education and professional qualifications
The following education and professional qualifications are held by the tenderer and / or (depending on the requirements given in the notice or in the procurement documents) by the senior executives.
Minimum requirements for qualification
Tenderers must have adequate competence and professional qualifications for managing and quality assuring the assignment. Documentation: Tenderers must attach an overview of the experience and professional qualifications held by managerial group and/or key personnel that are responsible for the assignment.
Minimum level(s) of standards possibly required:Tenderers are required to have sufficient technical resources and capacity to fulfil the assignment in accordance with the contracting authority´s needs. Documentation: Tenderers must attach an overview of personnel with relevant technical/specialist competence for the fulfilment of this delivery. The overview must include the person"s professional qualifications, experience and how the person will be used in the delivery. All the stated resources must have sufficient capacity in the contract period to be used as described.
