Monitoring of migratory birds at BirdLife Norway"s ornithological stations 2023-2025
The purpose of the monitoring is to be able to detect the development and any changes in the status of birds populations that migrate through Southern Norway. This concerns Norwegian breeding birds as well as other non-breeding bird species or populations that migrate through or stay in Norway outside of the breeding season. Obtaining data that makes it possible to assess population changes is essential. However, we also consider our phenological data to be particularly important, which provides results showing temporal changes in bird migration as well as autumn data, which provides indications of breeding success. This is because climate connections are increasingly being expected to become central to understanding the changes we see in bird populations and nature in general.
Migratory bird monitoring takes place at BirdLife Norway"s two ornithological stations located at Lista (Agder) and Jomfruland (Telemark). Our main objective for the 2023-2025 period and the coming years is to continue the systematic registering and standardised trapping (banding) that has been carried out at the two ornithological stations since 1990.
The two main series or programmes from which we produce monitoring data are the following:
1) Standardised trapping of passerines at fixed sites
2) Daily systematic counts of resting and migrating birds in the station areas
For the period 2023-2025, we will carry out the programme as in previous years, monitoring migratory birds at the stations in spring (15 March to 15 June) and autumn (15 July to 15 November). Complete data will be processed and presented in an annual overview report, while raw data can be transferred to the Environment Agency"s databases according to the desired specifications
Section IV: Procedure
We have assessed that there is only one tenderer for this project and that it therefore falls under the single supplier exemption in § 13-4, first paragraph (b) of the PPR. The phrasing is "competition is impossible due to technical reasons". This is justified on the following grounds: The Norwegian Environment Agency needs a long and thorough time series that monitors the arrival of migratory birds to Norway and how this is changing over the years, especially in the context of climate change. In this regard, BirdLife Norway"s bird stations at Jomfruland and Lista have maintained such a time series for many years, and are the only provider that has a similar programme with sufficient resources, infrastructure and professional expertise for monitoring. The Environment Agency is one of several contributors to this monitoring, so the price of data is also relatively low. There is most likely no other appropriate way to obtain such knowledge of sufficient quality. In particular, the availability of unique physical installations, as well as the high level of expertise and the low price, mean that it is impossible for others to offer a similar product. We therefore believe that the condition for procurement without competition is fulfilled.
