Nordre Follo Municipality intends to enter into a contract with Norsk Akuttmedisin AS for a hire contract for a staffed doctor vehicle for Follo Medical Centre. The service is organised as a host municipality cooperation and will offer services to a population of approx. 110,000 inhabitants in the surrounding municipalities.

The emergency doctor surgery and emergency doctor exchange is open 24/7/365.

A staffed emergency doctor vehicle sees to the requirement that the emergency doctor surgery is sufficiently equipped to turn out to accidents and emergency situations.

The framework agreement comprises, amongst other things:

- The vehicle must be certified and equipped for turn out with sirens and blue lights in accordance with the regulations on the certification and registration of turn out vehicles.. https://lovdata.no/dokument/SF/forskrift/2002-01-18-55

- The vehicle must be delivered with Lokus, as well as its own mobile telephone.

 The subscription must be in the tenderer"s name.

- The passenger place must be equipped with a separate portable table for PC (laptop board/laptop cushion), power outlet, and wifi, so that referrals, journal writing, and prescriptions can be written and sent electronically without delay.

- The contracting authority will provide a mounted emergency network radio, as well as a hand held radio

- Medical equipment that is delivered as part of the service by the tenderer must be in accordance and comply with the regulations on handling medical equipment.

- From the tenderer"s side, the vehicle must be equipped with the necessary emergency medical equipment, including

-- Multimonitor (EKG, Spo2, BT, Etco, AED, etc.)

-- Refrigeration box for medicines and test equipment

-- Oxygen equipment and airway management, including suction

-- Burns, maternity, and bandage units

-- Equipment for stabilising the upper spine/neck

-- Equipment for simple rescue and evacuation equipment

-- Sample taking: CRP, HB, D-dimmer, tropronins, glucose, temperature

-- Ultrasound with bladder scanner

-- Stethoscope, reflex hammer, measuring tape, magills forceps, otoscope, ophthalmoscope

- The provided personnel must, as a minimum, have an ambulance personnel course certificate and/or education equivalent to NOU 76:2 with additions. 

- The personnel must have the required courses, cf. the emergency medicine regulations.

- The provided personnel must be sufficiently and suitably insured during working hours in the doctor vehicle from the tenderer.

- The provided personnel must assist the doctor in examining and treating patients, assist at the injury site, and in cooperation with other bodies, such as AMK, ambulance, fire, and police, including connection and communication via the emergency network.

- The provided of the service must, in accordance with the Working Environment Act §2-2 secure provided personnel in accordance with AML § 2-2.

A market survey that was held showed that only Norsk Akuttmedisin AS can fulfil our requirements.

The terms for a procurement without a contest are deemed to be fulfilled, c.f. the Public Procurement Regulations § 13-4 letter b). The contract duration will be 5 years from the date it is signed, with an option for one (1) + one (1) year, maximum seven (7) years. The waiting period for the voluntary ex-ante transparency notice expires 10 calendar days from the date of the publication. Objections to the contract award must be reported by this date.

Nordre Follo Municipality intends to enter into a contract with Norsk Akuttmedisin AS. The contract is for the delivery of a staffed doctor vehicle for Follo Medical Centre. This includes, amongst other things, providing the emergency doctor surgery with the necessary equipment and personnel to turn out in the event of accidents and emergency situations. The procurement is being made as a voluntary ex-ante transparency notice as there is only one actor in the market that covers the scope and need. The terms for a procurement without a contest are deemed to be fulfilled, c.f. the Public Procurement Regulations § 13-4 letter b).
