Open call for tenders for a framework agreement for the purchase of residual transport in the municipalities of Vardø, Vadsø, Nesseby, Tana, Båtsfjord and Berlevåg.
Reference number: 23/06526- The assignment concerns transport services for students in primary and secondary schools and sixth form colleges who have a right to transport, but who, for various reasons, are unable to use the scheduled public transport service in the municipalities of Vardø, Vadsø, Nesseby, Tana, Båtsfjord and Berlevåg. In addition, the assignment includes some scheduled transport with smaller vehicles in the indicated municipalities.
- The estimated total value of the framework agreement is NOK 3.5 million annually, and the expected value for 3 years + 1 year option is therefore NOK 14 million. The maximum value of the framework agreement is the expected to be +25% of the value, i.e. NOK 17.5 million.
Facilitated school transport:
The contract covers transport services for students in primary and secondary schools who have a right to facilitated school transport and possibly chaperones, as needed. Facilitated school transport means transport to and/or from school for students who, for various reasons, are unable to use regular public transport. The need for facilitated school transport may be due to unsuitable or non-existent public transport services at the student"s place of residence or school, or a disability that makes it difficult to use public transport services. The purpose of the transport is to fulfil the right of students to school transport under the Education Act or the county guidelines on school transport.
This framework agreement will cover the Contracting Authority"s need for facilitated school transport.
Scheduled transport:
The operator will operate the scheduled route plan as provided in Annex 1.1 Route Description. The scheduled transport service is marketed under the Snelandia brand in the case of regular scheduled transport and the Snelandia Fleks brand in the case of booked transport. The scheduled transport service forms part of the overall public transport service in Finnmark, and the service must be open and accessible to all travellers with a valid ticket issued by the Contracting Authority.
The operator must ensure that customers experience the scheduled transport service as safe, secure and predictable.
Splitting of departures, i.e. one departure being covered by several runs, is not allowed.
The framework agreements will have a duration of 3 years, plus a possible 1 year option. From and including 01.08.2023 until and including 01.08.2026 + possible option 1 year.
