PROCUREMENT NOTICE:
Invitation for Bids Without Prequalification
Enugu State Water Corporation
PROGRAMME: AFD Support to 3rd National Urban Water Sector Reform Project
Procurement of Package N°4
Procurement, marketing, installation of 17 000 prepaid water connections and design & installation of the customer services centre with associated tools and software
for Central Zone, Sub-Zone 1 of the Enugu State Water Supply System

1.The Enugu State Water Corporation has received funds from Agence Française de Développement ("AFD") towards the cost of French Development Agency Support to the 3rd
National Urban Water Sector Reform Project. It is intended that part of the proceeds of these funds will be applied to eligible payments under the contract for the
Procurement, marketing, installation of 17 000 prepaid water connections and design & installation of the customer services centre with associated tools and software
for Central Zone, Sub-Zone 1 of the Enugu State Water Supply System.
2.The Enugu State Water Corporation now invites sealed Bids from eligible Bidders for the execution of the following works ("the Works"): Procurement, marketing,
installation of 17 000 prepaid water connections and design & installation of the customer services centre with associated tools and software for Central Zone,
Sub-Zone 1 of the Enugu State Water Supply System. This package covers the Procurement and Installation of Standard Transfer Specification (STS) compliant prepaid water
meters, strategy development and implementation, construction works for house connection to distribution network, Implementation of Customer Enumeration with database
development and GIS integration, Information and Communication Technology Design and Deployment, Training and Capacity Building Experience, and Development of Information,
Education, and Communication (IEC) materials for enhanced visibility and sustainability. The contract is planned to start in July 2026 with a construction period of 12
months and a Defect Liability Period (DLP) of 12 months.
A Pre-bid meeting and Site Visit will take place on Thursday, April 30, 2026, at ENSWC office. This is optional.
3.Interested eligible Bidders may obtain further information from and inspect the Bidding Documents at the office of The Project Implementation Unit (PIU), Enugu State

4.A complete set of Bidding Documents may be purchased by interested Bidders on the submission of a written application to the above and upon payment of a non-refundable
fee of N300,000.00 (Three Hundred Thousand Naira) or Euro 200 (Two Hundred Euro) or the equivalent sum in a freely convertible currency. The method of payment will be by
cheque, bank draft or in cash, made out in favour of SPIU, Enugu State Water Corporation and lodged in the designated account (with payment slip tendered as evidence of
payment).
5.The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of AFD"s Standard Bidding Documents: Procurement of
Works.
6.Bids must be delivered to the above office on or before 12.00pm (GMT+1) on Monday, June 01, 2026, and must be accompanied by a Security (Unconditional Bank Guarantee) of
N190,000,000.00 (One Hundred and Ninety Million Naira) or EUR120,000 (One Hundred and Twenty Thousand Euro), with a bid validity period of 120 days from bid submission
date.
7.Bids will be opened in the presence of Bidders’ representatives who choose to attend at 12.30 pm (GMT+1) on Monday, June 01, 2026, at the conference room of the
Project Implementation Unit (PIU), Enugu State Water Corporation, No. 3 Constitution Road, GRA, Enugu, Nigeria
8.Qualification criteria are detailed in section III – Evaluation and Qualification Criteria of the Bid Document including the under stated minimum Conditions for
participation:
- General Experience
Large-scale customer water connection installation in the role of prime contractor, JV member, subcontractor, or management contractor for at least the last 10 years,
starting 1st January 2015.
Procurement, installation, and training on pre-paid water metering and software application management in the role of prime contractor, JV member, subcontractor, or
management contractor for at least the last 10 years, starting 1st January 2015.
Large-scale strategy development and implementation, and promotion of water meter installation in the role of prime contractor, JV member, subcontractor, or management
contractor for at least the last 10 years, starting 1st January 2015.
Design and implement a customer enumeration exercise in the utility sector and development of a customer information system database.
-Economic and Financial Standing
Average annual turnover from construction contracts (calculated as total certified payments received for contracts in progress or completed) over the last five (5)
years of Euro 5,000,000 (Five Million Euro) equivalent.
Access to or availability of financial resources, such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any
contractual advance payments, not less than Euro 2,800,000 (Two Million and Eight Hundred Euro) equivalent, taking into account the tenderer"s commitments for other
contracts.
-Technical and Professional Ability
One (1) contract successfully implemented, of minimum value Euro 5,000,000 (Five Million Euro) equivalent in Plant, Design, Supply, and Installation of water
distribution pipelines with diameters between DN 100 and ND 600 and length above 20 km, including supply and installation of water meters installation and vending software
that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or subcontractor between 1st January 2015 and
application submission deadline.
One (1) contract of Design, installation, and training of pre-paid water billing software that has been satisfactorily and substantially completed as a prime
contractor, joint venture member, management contractor, or subcontractor between 1st January 2015 and the application submission deadline.
One (1) contract of large-scale marketing and promotion of water meter installation higher than 10,000 water connection that has been satisfactorily and substantially
completed as a prime contractor, joint venture member, management contractor, or subcontractor between 1st January 2015 and the application submission deadline.
