INVITATION TO BID.
RFP No: NAWEC/WASIB/GC-2026-01
1. The National Water and Electricity Company Ltd (hereinafter referred to as the “Client”) has received financing from the Agence Française de Développement (AFD) toward the cost of the WASIB Project. The Client intends to apply part of the proceeds of this financing to eligible payments under the contract for which this Request for Proposals (RFP) is issued.
2. The Client hereby invites eligible consulting firms to submit proposals to provide the following consulting services:
Implementation of the Gender Action Plan of the WASIB Project.
Further details on the scope of services are provided in the Terms of Reference (Section VII).
3. The RFP document includes the following sections:
• Section I: Instructions to Consultants (ITC)
• Section II: Data Sheet
• Section III: Technical Proposal – Standard Forms
• Section IV: Financial Proposal – Standard Forms
• Section V: Eligibility Criteria
• Section VI: AFD’s Policy – Prohibited Practices and Environmental & Social Responsibility
• Section VII: Terms of Reference (TORs)
• Section VIII: Conditions of Contract and Contract Forms
4. Interested eligible Consultants may obtain further information and request the complete RFP documents from:

5. The provisions governing this RFP are those outlined in the Instructions to Consultants and the General Conditions of Contract, in accordance with AFD’s Standard Procurement Documents for the Selection of Consultants.
6. Proposals must be submitted to the above address no later than 12:00 PM on 4th May 2026.
7. Proposals will be opened in the presence of Consultants’ representatives who choose to attend at 12:30 PM on 4th May 2026 at the same address.
8. Additional details regarding proposal submission are provided in Sub-Clause 17.9 of the ITC.
