1. The Federal Republic of Nigeria has received financing from the World bank toward the cost of the Sokoto Adolescent Girls Initiative for Learning and Empowerment Project (SKAGILE) and intends to apply part of the proceeds toward payments under the contracts for the construction of 28 Junior Secondary Schools and 28 Senior Secondary Schools, LOTs 1 to 7 in Sokoto State .
2. The Sokoto State Ministry of Basic and Secondary Schools, through the office of the Project Coordinator, Sokoto AGILE now invites sealed bids from eligible Bidders for one or several of the following lots for the construction of 28 Junior Secondary Schools and 28 Secondary Schools in Sokoto State:

The work period is 12 months and the margin of Preference shall not be allowed.
The attention of the prospective bidders is hereby drawn to the Pre-Construction activities, including confirmation of foundation designs of various buildings to determine suitability for the soil type, preparation of service drawings for the site, etc., as required under paragraph 5 of section III of bidding document.
Bidders may bid for one or several lots, as further defined in the bidding document. Bids should be presented separately for each lot. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.
3. Bidding will be conducted through Open National Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulation for IPF Borrowers” Procurement in investment Projects Financing” September 2025 (“Procurement Regulation”) Available on www.worldbank.org/en/ programs/project-procurement/framework and it open to all Bidders as defined in the Procurement Regulations
4. Interested eligible Bidders may obtain further information from the office of the Sokoto State Adolescent Girls Initiative for Learning and Empowerment Project (SKAGILE) and inspect the bidding document during office hours from 9:00 am to 4:00pm (local time) at the address given below.
5. The bidding document in English may be purchased from the address below and upon payment of a non-refundable fee of Two Hundred Thousand Naira (N 200,000.00) only in a Bank draft in favour of “Sokoto Adolescent Girls Initiative for Learning and Empowerment Project (SKAGILE)”. The Document could be collected at the address below on presentation of proof of payment, at the bidder’s request, the documents could also be sent by courier after payment of an additional fee to cover the delivery cost.
6. Bids must be delivered to the address in paragraph 10 below on or before Thursday, March 5th 2026 12:00pm (local time)
7. All Bids must be accompanied by a Bid-Securing Declaration duly signed by the bidder representative
8. All Bids must be accompanied by a Sexual exploitation and Abuse (SEA and/or Sexual Harassment (SH) Declaration.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successfully bidder’s beneficial ownership, as part of the contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document
