Improvement of 7.15 km Laterite Road in Kampong Speu province

(Ref: MRD-CSLEP-NCB-RW02)

• The Royal Government of Cambodia (RGC) has received a credit from the International Development Association (IDA) toward the cost of Cambodia Sustainable Landscape and Ecotourism Project (CSLEP), and it intends to apply part of the proceeds of this credit to payments under the Contract for Improvement of 7.15 km Laterite Road in Kampong Speu Province. (Ref: MRD-CSLEP-NCB-RW02).

• The Ministry of Rural Development (MRD) now invites sealed bids from eligible and qualified bidders for Improvement of 7.15 km Laterite Road in Kampong Speu Province. (Ref: MRD-CSLEP-NCB-RW02). The construction period is 12 Months.

• Procurement will be conducted through National Competitive Bidding (NCB) Procedures outlined in the Government’s Standard Operating Procedures on Procurement for Externally Financed Projects/Programs.

• This invitation is open to all qualified bidders from eligible source countries of as described in the Bidding Document.

• Bidders attention is drawn to Sub-Clause 6.3 of Section 1 – Instructions to Bidders (ITB) and Section 2 – Bid Data Sheet (BDS) on the Qualification requirements. Qualification requirements include:

• Average Annual Construction Turnover: The average annual volume of construction work over the last 3 years (2022, 2023 and 2024) shall be at least USD 2.3 Million.

• Specific Similar Experience: Experience as prime contractor in the construction of at least 2 Contracts for works of nature and complexity equivalent to the Works with the value of at least USD 1.1 Million per contract within the last 5 years

(1 January 2020 to 31 December 2024).

• Liquid Assets: The minimum amount of liquid assets (Cash in bank and/or credit lines/facilities) net of other contractual commitments of the Bidder shall be not less than USD 400,000.
• List of the essential equipment that the contractor is required to make available for contract as specified in ITB 6.3(d)
• The Bidder must demonstrate that it will have a suitably qualified Key Personnel as described in ITB 6.3(f)
• To obtain further information from and inspect the Bidding Documents, Bidders should contact the following during office hours 7:30 a.m.- 5:00 p.m. (Mon-Fri) except National Holiday.

• A completed set of bidding document in English may be purchased by interested Bidders on the submission of a written application to the address above and upon payment of a non-refundable fee of US$ 200.00. The method of payment will be by cash. The Bidding Documents will be sent by email or may be collected in person at the discretion of the bidder. Other than payment of non-refundable fee, there are no other conditions for the purchase of the Bidding Documents.

• Bids must be delivered to the address below on or before January 9, 2026 at 02:30 p.m. late bids will be rejected. • All Bids shall be accompanied by a Bid-Securing Declaration as described in the ITB

• The Government and the World Bank will respectively declare a firm ineligible either indefinitely or for a stated period of time, to be awarded a contract funded by them, if they at any time determine that the firm has engaged in fraud and corruption as described in ITB 3.
