2. The Federal Ministry of Agriculture and Food Security - Accelerating Nutrition Results in Nigeria (ANRiN) Project now invites sealed Bids from eligible Bidders for the Establishment of Homestead Gardens (Livestock). The description of goods is provided in Section II –Bid data sheet (BDS) ITB1.1 and the distribution to end lines is on Annex1 attached to the bidding document application of margin of preference of 15% will be applied for locally produced goods meeting the margin of preference requirement of the procurement document.
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (February 2025 “Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. Bidders may Bid for one or several contracts, as further defined in the Bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 50% and for Bid cost: 50%.

7. Bids must be delivered to the address below on or before Wednesday 29th October, 2025 at 12:00 pm. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on Wednesday 29th October, 2025 at the Conference Room, Accelerating Nutrition Results in Nigeria (ANRiN) Project at 12:00 noon (Nigeria Time). All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
