REQUEST FOR EXPRESSION OF INTEREST (EOI) – CONSULTANCY SERVICES FOR THE MANAGEMENT EFFECTIVENESS TRACKING TRAINING (METT)TOOL
The Federal Government of Nigeria has received financing from the International Development Association for a Credit towards the cost of Agro-Climatic Resilience in Semi-Arid Landscapes Project, the implementation Agency intends to apply part of the proceeds of this credit to payment for the Consultancy Services for the Management Effectiveness Tracking Training (METT)Tool .
The consulting services for the Engagement of a Consultancy Firm for the Management Effectivess Tracking Training Tool (METTT) (“the Services”) is to train a cohort of participating ACReSAL State employees in performing the METT scorecard assessment so that they may competently lead METT assessments in various protected areas in states in Northern Nigeria.
SCOPE OF SERVICE
To achieve the core objectives of this assignment, the firm will train and evaluate a cohort of ACReSAL State employees in performing the METT assessment, and lead a real-life METT assessment in a participatory fashion with the trainees to ensure they are field-ready to lead the assessments in their home states.
Training will be provided to the cohorts on the latest version of the METT, METT-4.1 or later. Training will provide detailed contextual learning so that trained practitioners understand the sustainability and conservational aspirations of the tool, and are able to draw upon this knowledge to better ground their experiences leading assessments. Robust training will also be provided on the two main section of the METT-4, datasheets and the assessment form. Training should be both theoretical, explaining and defining all key terms and concepts, as well as practical – leading trainees through a variety of simulated scenarios to put in practice their theoretical knowledge. Finally, training should include best practices for implementing the METT. Importantly, stakeholders of National Park Service and other entities will (may) be incorporated to conduct the METT activity.

The Federal Ministry of Environment - Agro-Climatic Resilience in Semi-Arid Landscape Project (ACReSAL) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant Qualification Selection method set out in the Procurement Regulations.
