1. Background

The Government of the Republic of South Sudan (GRSS) has received a grant from the World Bank towards the implementation of the proposed South Sudan Health Sector Transformation Project (HSTP). The HSTP aims to strengthen MoH capacity in management of health services and will contribute to the sustainability of the program. The project is to (i) provides a basic package of health and nutrition services based on the principle of continuum of care throughout the lifecycle (childhood, adolescence/adulthood, pregnancy, childbirth, postnatal period), and among the models of service delivery (including clinical care settings, outreach, and household and communities); and (ii) supports the primary care facilities nationwide with the basic inputs for maintaining their operational capacity.

The project will be implemented under a Project Management Unit (PMU) where technical assistance under the project management component is needed to support aspects such as third-party monitoring, M&E, implementation of Environmental and Social Standards, fiduciary capacity building, etc.

The Ministry intends to apply part of the proceeds of the grants towards procurement of GBV Support Officer to support HSTP in addressing GBV/SEA/SH issues, one of the key barriers to women and young girls access to health services leading to inequality and gross human rights violations.

2. Scope of services

I. Support Stakeholder Consultations and Engagement

II. Coordinate GBV Prevention and Response Efforts

  • Build links with other GBV initiatives through coordinating meetings and maintaining communication channels.
  • Assist in preparing documentation, presentations, and reports related to GBV efforts.

III. Assist in Data Collection and GBV Risk Assessments

  • Support the GBV Officer in reviewing community baseline and risk assessments to identify gaps in GBV services.
  • Provide logistical support during data collection, including surveys on GBV/SEA/SH risks and service accessibility.

IV. Support the GBV Action Plan Implementation

  • Track progress of the GBV/SEA/SH Action Plan and assist in organizing resources for timely implementation of activities.
  • Help organize training sessions on GBV and PSEA for Medical Officers (MOs) and implementing partner (IP) personnel.

V. Participate in GBV/SEA/SH Services Mapping

  • Map health facilities with GBV/SEA/SH services, ensuring accurate data collection and traingulation on accessibility and readiness.
  • Provide logistical support for site visits and consultations related to GBV services.

VI. Support Training and Capacity Building Efforts

  • Assist in organizing training sessions on GBV/SEA/SH reporting mechanisms and the Code of Conduct (CoC).

VII. Facilitate Community Engagement Activities

  • Support community engagement initiatives, ensuring women’s participation in project activities.
  • Organize focus group discussions and community meetings to communicate GBV/PSEA reporting mechanisms.

VIII. Monitoring and Reporting

  • Use project-level monitoring tools to track GBV/SEA/SH mitigation measures.
  • Compile data and reports for the GBV Officer and Specialist to update the Project Management Unit (PMU) on performance.

IX. Administrative and Logistical Support

  • Provide administrative support, including maintaining GBV documentation though a Knowledge Management System (KMS) and scheduling meetings.
  • Ensure compliance with procurement and partnership agreements related to GBV/PSEA obligations.

X. Any Other Tasks as Assigned

  • Carry out additional tasks related to GBV prevention and response as requested by the GBV Officer, GBV Specialist.

Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six (6) months prior to the date of the advert; (ii) their employment will not create conflict of interest.

3. Duration:

The GBV support Officer will be contracted for an initial period of twelve (12) months. This period is subject to extension based on satisfactory performance, availability of project funding and project needs. The position shall be based in Juba, South Sudan.

4. Qualifications and Work Experience

The individual consultant will be selected in accordance with the Open National Selection of Individual Consultants method set out in the Procurement Regulations. The consultant will be selected based on the following criteria.

A. Educational Qualifications

  • Bachelor’s degree in social sciences, gender studies, public health, or related fields.

B. Professional Experience

  • 3 years of relevant experience in GBV or protection programming, preferably in humanitarian or development contexts, with at least 1 year of direct experience with in the same position
  • Experience in organizing events, trainings, and community engagement activities.
  • Familiarity with GBV/SEA/SH concepts, data collection, and reporting.
  • Excellent organizational skills and attention to detail.
  • Strong communication skills and ability to work in a team.

Only shortlisted consultants will be contacted for interviews.

5. The Ministry of Health now invites eligible consultant to express their interest in providing above mentioned services. Interested consultants must provide information indicating that they are qualified to perform the services and furnish their Curriculum Vitae (CV) and copies of their academic qualifications. Terms of reference (TOR) for this assignment can be obtain in person or by email at the address given below.

6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 Fifth Edition (Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services), setting forth the World Bank’s policy on conflict of interest.

7. Interested consultants may obtain further information at the address given below from 9:00 to 16:00 Hrs. on working days (Monday through to Friday).

8. Deadline for submission: The Expression of interest (EOI) and the CV completed in the prescribed form must be delivered to the address below (in person, or by mail, or by e-mail) by Monday, June 2, 2025, 17:00 Hrs. South Sudan time.
