INTRODUCTION:
The Federal Government of Nigeria, on behalf of the Borno State Government has received a Credit from the World Bank towards the cost of improving the utilization and quality of immunization plus and malaria services in selected states of the federation and intends to apply part of the proceeds towards the payments for the Upgrading of 27No Selected Public Health Centers (PHCs) in Borno State.
The Borno State Government, through the Project Implementation Unit now invites sealed bids from eligible bidders for the Upgrading of 27No Selected Public Health Centers (PHCs) in Borno State as detailed below.

BIDDING PROCEDURES:
Bidding will be conducted through the National Competitive Bidding (NCB) procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers July 2016, November 2017, August 2018, November 2020, September 2023, and the revised sixth edition February 2025. (“Procurement Regulation”) and is open to all eligible bidders as defined in the Procurement Regulation. In addition, please refer to paragraphs 3.14 to 3.17 in the “Procurement Regulation” on the Conflict of Interest.
INVITATION:
Interested eligible bidders may obtain further information in writing from State Project Implementation Unit (SPIU), through the Program official Email: impact.borno@gmail.com and may also inspect the bidding documents during office hours between 9.00 am – 4.00 pm, Monday – Friday at the address given below.
PAYMENT FOR BIDDING DOCUMENTS:
A complete set of bidding documents in English Language may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Seventy-Five Thousand Naira only (N75, 000.00) for the package. The method of payment will be by Bank Draft issued in favor of ACCOUNT NAME – Borno State Malaria IMPACT Project Account, ACCOUNT NUMBER – 2038629604; BANKER – First Bank of Nigeria; NUBAN – 3000106120; CURRENCY – NGN A copy of the Bidding Document can be sent to the bidder upon a written request through a courier firm at the service cost to the bidder.
BIDS SUBMISSION AND OPENING:
Bids must be delivered to the address below on or before 10:00 am on 3rd April, 2025 Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened on the same date as mentioned above, in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below by 10:00 am.
