Assignment Title: Technical Assistance for Survey of Existing Building and Research on the Potential for Green Transformation in FNIZ

Economic Development Bureau of Fuzhou New Industries Zone has received financing from the World Bank toward the cost of the Jiangxi Eco-Industrial Parks Project and intends to apply part of the proceeds for consulting services.

The main content of the study is to analyze the demand for building renovation and the potential value of the renovation, such as energy conservation and carbon reduction potential, economic value, environmental value, etc. The overall objective is to ensure the achievement of overall project goals, promote ecological transformation of FNIZ within the framework of eco-industrial park, enhance the competitiveness and attractiveness of FNIZ, and thereby enhance its ability to attract green investment. Specifically, it includes (a) investigating the building energy consumption, water consumption, and material consumption of existing buildings and establishing a database; (b) Evaluate the potential of each type of building renovation by using the World Bank"s EDGE system, while referring to the relevant requirements of green buildings in China, and prepare the necessary documents for EDGE certification as needed; (c) Explore fiscal incentives and implementation arrangements for achieving the greening of existing buildings.

The implementation period for this contract is 18 months, expected to be from June 2025 to November 2026. If the project is extended, the updated deadline shall continue until the project completion. The procurement method is CQS.

Interested Consultants could obtain more information about Term of Reference(“ToR”) from Jiangxi Provincial Public Resources Trading Center system(https://www.jxsggzy.cn/web/) , and free download the ToR from 20 March, 2025 to 21 April, 2025. The Clarifications or Addenda will be uploaded to the Jiangxi Provincial Public Resources Trading Center system, all Consultants shall pay attention to the related information on this system. The Client and the Procurement Agent are not responsible for whether or not the Interested Consultants obtains the Clarifications or Addenda.

Economic Development Bureau of Fuzhou New Industries Zone now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

The consulting firm should have:

At least one project experience in green building design or renovation; At least 2 science and technology support project experiences in the field of green buildings (including national key research and development plans and provincial-level science and technology support projects). These contracts should have been completed or almost completed (based on the contract signing date, the contract agreement must be provided). The consulting firm with experience in World Bank and Asian Development Bank projects is preferred.

The consultant needs to provide relevant experience proof documents, and the consultant can also associate with other consultants to enhance the advantages. No more than three companies to associate the Joint Venture, which may serve as a whole to meet the above requirements. The Joint Venture shall provide a Joint Venture agreement and clarify the rights and obligations of all members of the Joint Venture. The Joint Venture agreement shall be legally binding on all parties.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: information on conflict of interest related to the assignment as per paragraph 3.17 of the Procurement Regulations.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the CQS method set out in the Procurement Regulations.

Note: According to the regulations of the local trading center, the representative of the Consultant shall submit sealed Expressions of Interest in a written form(One Original of EOI in Chinese and English and 4 Chinese copies of EOIs) in person before 10:00 a.m. on April 22, 2025. Also, One Electronic version both in Chinese and English shall be provided(Editable version in Word and scanned PDF with stamps, both version forms an integral whole).
