1. The Kyrgyz Republic has received Grant TF-16315 and Credit No IDA-62000 from International Development Association toward implementation of the “AF NWRMP” Project, and intends to apply part of the proceeds toward payments under the contract for Improvement and implementation of the Unified Water Information System for MNRETS

2. The Water Resources Service under the Ministry of Agriculture of the Kyrgyz Republic (WRS) now invites sealed Bids from eligible Bidders for Improvement and implementation of the Unified Water Information System for MNRETS

3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from PIU AF NWRMP under WRS, Mr. Torogeldiev U.T., Director of PIU AF NWRMP nwrmp@elcat.kg and inspect the bidding document during office hours 9:00-17.00 p.m. at the address given below.

5. The bidding document in English language may be obtained by interested Bidders upon the submission of a written application to the address below. The document will be sent by e-mail in .pdf form.

6. Bids must be delivered to the address below on or before 14:00 (Bishkek time), September 28, 2023. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 14:00 (Bishkek time), September 28, 2023.

7. All Bids must be accompanied by a Bid Security of 23 000 USD (one hundred thirty thousand US Dollars) or its equivalent in Kyrgyz soms at the rate of the NBKR on Bid opening date.

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
