Health New Zealand | Te Whatu Ora (Health NZ) is the national organisation responsible for ensuring equitable, accessible, and sustainable healthcare services for all New Zealanders. A critical part of fulfilling this mission is delivering fit-for-purpose health infrastructure that meets the needs of our communities today and into the future.

With a portfolio of aging assets and growing demand for healthcare services, Health NZ is embarking on a significant program of infrastructure redevelopment to ensure our healthcare facilities support modern clinical care and community health outcomes.

Our public health facilities must be delivered within budget while providing modern, fit-for-purpose environments that enhance clinical safety and enable new models of care. Achieving this goal requires fostering long-term, aligned relationships with major project Delivery Partners.

We require construction firms and consortia with major project delivery experience who are interested in working as long-term partners with Health NZ, as part of a national panel of major project delivery partners to address the $6B+ pipeline of major health infrastructure projects.

We expect the delivery partners on the panel to possess the necessary capacity, proven capability, and expertise to deliver multiple overlapping health infrastructure projects of significant scale ($200M–$1B+) under design and construct or similar contractual arrangements. This process represents a critical opportunity for market participants to contribute to the future of New Zealand’s healthcare infrastructure and establish enduring partnerships with Health NZ.

A Request for Proposals (RFP) will be released following market briefings in May 2025. The RFP will provide Health NZ with confirmation of the different international and New Zealand based participants in the market, their capacity and interest, and how they might partner together to deliver the Health NZ major projects pipeline.
