Gateway is an independent assurance framework that supports successful project and programme delivery, and effective government investment. All high-risk investments are mandated by Cabinet to
undertake Gateway reviews. The risk profile of an investment is determined by the New Zealand Treasury’s Risk Profile Assessment framework. The Gateway Unit at New Zealand Treasury
co-ordinates all Gateway reviews.
Gateway has been in operation in New Zealand for over 15 years. Throughout this time the New Zealand Treasury has utilised the same training model used across Australian jurisdictions. While
this model has been successful, it is timely to review how Gateway training is provided and how it reflects the requirements of New Zealand’s economic and cultural landscape.
The New Zealand Treasury is seeking respondents with the skills, knowledge and expertise to deliver New Zealand Gateway training that meets the requirements of New Zealand Gateway, and the
requirements to register as a Gateway reviewer across Australian jurisdictions.
Respondents must be able to meet all the essential requirements outlined in Section 2 (Our Requirements).
The New Zealand Treasury is committed to upholding its obligations under Te Tiriti o Waitangi (the Treaty of Waitangi). Providers will be expected to reflect this in their training approach and
content, including through inclusive delivery practices and respectful incorporation of mātauranga Māori.
We are not seeking a provider to deliver an independent and/or accredited qualification.
