Regional Transport Connections (RTC) is the directorate of Waikato Regional Council that plans, designs, procures, manages and monitors public transport services across the region. This project
is required for RTC to meet its obligations under the Section 17A of the Local Government Act (LGA) 2002 to evaluate funding, governance and service delivery components of our work. Clause (1)
states:
“A local authority must review the cost-effectiveness of current arrangements for meeting the needs of communities within its district or region for good-quality local infrastructure, local
public services, and performance of regulatory functions.”
This Tender is for delivery of an Efficiency and Effectiveness Review which should be undertaken based on guidance issued by SOLGM: Service delivery reviews Conducting a service delivery review
under section 17A of the Local Government Act 2002. The study must undertake sufficient work and provide evidence-based recommendations that enable RTC to have confidence that we are delivering
efficient and effective public transport services, both now and in the future. We require a single consultant or consortia who has experience of undertaking successful efficiency and
effectiveness reviews under Section 17A of the LGA, based on knowledge and understanding of public transport planning, contracts and operations. This experience will be used to provide robust
and evidence-based recommendations how RTC can improve its end-to-end approach, starting with planning of bus services (including the Regional Public Transport Plan) and moving through to
network optimisation, service design, option assessment, financial planning, procurement, operations, monitoring and evaluation.
There are three main aspects to an efficiency and effectiveness review under section 17A:
• Service delivery.
• Governance.
• Funding.
The consultancy work should focus primarily on RTC service delivery but should be cognisant of governance and funding challenges and opportunities. This is an opportunity to make a significant
contribution to how RTC conducts its future public transport provision, which will have a direct positive impact both on bus passengers and the Council’s ratepayers. The opportunity to help
us deliver increased value for money and better outcomes for Council investment is one that will prove attractive to forward-thinking and innovative consultants.
