         In oktober 2020 presenteerden dhr. Emile Roemer en zijn Aanjaagteam Bescherming Arbeidsmigranten het rapport ‘Geen Tweederangsburgers’. In dit rapport wordt uitvoerig beschreven met welke woon- en werkomstandigheden arbeidsmigranten in Nederland geconfronteerd worden. De maatregelen die voortvloeien uit dit rapport dienen de positie van arbeidsmigranten op de korte en (middel)lange termijn te verbeteren. Het vorige kabinet is gestart met de uitvoering van deze maatregelen. Het huidige (demissionaire) kabinet gaat hiermee door met een structurele financiële envelop om de maatregelen uit te kunnen voeren.

         Het doel van het meerjarig onderzoeksprogramma is om in de periode 2024-2028, in relatie tot onder meer de beoogde doelen van het Roemer advies, periodiek inzicht te krijgen in de eigen ervaringen van de specifieke doelgroep arbeidsmigranten met betrekking tot hun positie in Nederland. Dit kan ook gezien worden als een ‘tevredenheidsonderzoek’. Daarnaast wordt beschreven in hoeverre de veranderde ervaringen van de arbeidsmigranten een gevolg zijn van het uitvoeren van de Roemer maatregelen.

         Het meerjarig onderzoeksprogramma bestaat daarmee steeds uit dezelfde twee onderdelen, namelijk:

         A. Het uitvoeren van een periodiek ‘tevredenheidsonderzoek’ onder de doelgroep. Dit is de kern van het onderzoeksprogramma.

         B. Beschrijving van de uitkomsten van de bestaande monitoring en evaluatie van de afzonderlijke maatregelen en reflectie op de mogelijke causaliteit tussen de uitkomsten van het ‘tevredenheidsonderzoek’ en de uitkomsten van de monitoring en evaluatie van de afzonderlijke maatregelen van het Roemer advies.
