         Het doel van de aanbesteding is het contracteren van één Opdrachtnemer die elektriciteit en gas voor Noorderpoort kan (terug)leveren conform de door de Opdrachtgever gestelde functionele en technische eisen, waarbij het mogelijk is om de inkoop van energie over verschillende momenten te kunnen spreiden. Hiermee wordt het energiebudget voor Opdrachtgever beheersbaar. De Opdrachtgever contracteert 1 Opdrachtnemer voor het leveren van zowel elektriciteit als gas.

         De Opdracht wordt gegund volgens het model gunnen op waarde. Deze methodiek wordt gebruikt voor de beste prijskwaliteitsverhouding, derhalve is de prijs nog de belangrijkste component in deze aanbesteding. Deze criteria worden in de aanbestedingsdocumenten nader uitgewerkt.
