Ieder inschrijver vult het UEA aan + en levert verplicht bij inschrijving drie bewijsmiddelen aan (uittreksel KvK, Gedragsverklaring aanbesteden, Verklaring Belastingdienst).

De opdracht wordt gegund op basis van de beste prijs- kwaliteitverhouding. De kwaliteit wordt bepaald op basis van drie subgunningscriteria. De prijs vormt het vierde criterium.
