De opdrachtnemer dient in hoofdzaak de volgende werkzaamheden te verrichten:

Werkzaamheden betreffen in hoofdzaak:

• Uitvoeren survey / lodingen

• Opstellen baggerplannen

• Uitvoeren baggerwerkzaamheden

• Verspreiden van specie in aangewezen verspreidingsgebieden of verwerking in nuttige toepassing

• Aanleveren areaalgegeven voor assetmanagement en kaarten (oa Electronic Nautical Charts)

• Verzorgen van vergunningen en meldingen

• Verzorgen (bodem-)onderzoeken

• Verzorgen coördinatie

Alle werkzaamheden volgens de overeenkomst dienen verricht te worden op basis van een projectmanagementsysteem. Dit projectmanagementsysteem, inclusief zijn onderliggende processen, dient gebaseerd te zijn op een kwaliteitsmanagementsysteem, of in geval van een combinatie eventueel meerdere kwaliteitsmanagementsystemen, dat is (die zijn) gecertificeerd door een daartoe geaccrediteerde certificatie-instelling op basis van de vigerende versie van de norm NEN-EN-ISO 9001 of gelijkwaardig.

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

De wijziging betreft het doorsteken van een zandbank met groot materieel i.v.m. een door natuurlijk verloop ontstane onveilige situatie in de bestaande vaargeul.

VII.2.2)Reasons for modification

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

De vaargeul Holwert-Ameland wordt gekenmerkt door enerzijds een sterke aanzanding en anderzijds een dynamisch karakter waarbij de vaargeul zich onder invloed van getij en wind voortdurend verplaatst. Dit wordt opgevangen door het verleggen van de geul en baggervakken. In de afgelopen periode was de dynamiek en stroomsnelheid ter plaatse echter zo hoog dat de veiligheid van het scheepvaartverkeer in het algemeen en van de veerdienst en het vaargeulonderhoud in het bijzonder in gevaar kwamen.

Na onderzoek is besloten versneld een doorsteek te maken bij het Borndiep. Hiervoor wordt ander materieel ingezet dan voor het vaargeulonderhoud maar vindt wel plaats in het werkgebied van de onderhoudsaannemer. Gezien de geringe beschikbaarheid van werkbare ruimte in de vaargeul en het verspreidingsvak bestaat er de tech. noodzaak het bij de onderhoudsaannemer onder te brengen. Daarnaast betreft het een veiligheidsissue waardoor de tijd ontbreekt om het bij een andere opdrachtnemer uit te vragen.
