         De ‘Hoofddienstaanbieder’ (HDA) is onderdeel van het bredere stelsel Vrachtwagenheffing (VWH) dat zo spoedig mogelijk in Nederland zal worden ingevoerd. De HDA ziet toe op een correcte registratie van de verplaatsing van de vrachtwagens en inning van de tolgelden. Daarnaast is de HDA verantwoordelijk voor de afdracht van de tolgelden aan de Tolheffer (RDW namens de Minister van Infrastructuur en Waterstaat). De HDA zal opereren naast de EETS-aanbieders.
