Het project Renovatie en Onderhoud Veerhavens 2021-2029 heeft tot doel de aanleginrichtingen van de veerhavens in het Waddengebied in Noord-Nederland op tijd en volgens de afgesproken werkwijze te laten functioneren tot het einde van de lopende concessies (30 april 2029), middels het uitvoeren van zowel variabel onderhoud als vast onderhoud.

Deze aanbesteding middels een concurrentie gerichte dialoog light-procedure is op 23 juli 2020 gepubliceerd op TenderNed en uiteindelijk op 3 juni 2021 opgedragen aan de winnende combinatie.

VII.2)Information about modifications

VII.2.1)Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

In de Overeenkomst is voorzien dat alle objecten dienen te worden getoetst aan de ROK. Hiervoor dienen herberekeningen te worden uitgevoerd. Hierbij is aangegeven dat indien blijkt dat bestaande constructies niet voldoen en deze conform de scope niet behoeven te worden vervangen of aangepast, het herstel om te voldoen aan de ROK geen onderdeel is van de inschrijvingssom. De uitkomst van een herberekening zijn op voorhand niet in te schatten en hiermee de omvang van de herstelmaatregelen ook niet af te prijzen. Hierom is vanuit een gezonde risicoverdeling tussen OG en ON gekozen om dit risico voor aanbesteding bij OG te alloceren. De veerhavens dienen te voldoen aan de ROK. Hiermee wordt de constructieve veiligheid geborgd. Tevens is dit nodig om te voldoen aan wet- en regelgeving (CE, machinerichtlijn). De herberekeningen zijn uitgevoerd en tonen aan de hoofdconstructie van het autobrugval van Harlingen niet voldoet aan de ROK en dient te worden aangepast. Ook dient het volledige dek te worden vervangen. Vanuit het oogpunt van duurzaamheid wordt de bestaande autobrugval hergebruikt en gerenoveerd. Daarnaast is uit de nadere inspecties gebleken dat er aanpassingen dienen te worden gedaan aan de bovenbouw. Dit betreft het bewegingswerk en de beplating.

VII.2.2)Reasons for modification

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

De aanvullende opdracht staat niet genoemd in de oorspronkelijke aanbestedingsstukken, het gaat om een delta tussen de meegeleverde aanbestedingsstukken en de daadwerkelijke situatie buiten. De opdrachtnemer kan niet verder zonder deze wijziging. Zij kunnen die wijziging zelf uitvoeren, zijn daar al mee bezig en dat geeft dus efficiency-voordelen. Het laten uitvoeren door een ander brengt enorme nadelen met zich. Bijvoorbeeld vertraging vanwege de doorlooptijd van een uitvraag, inwerk- en afstemtijd met opdrachtnemer, schade aan eigendommen derden/stakeholders en hoge extra kosten.
