Hierbij zal vanuit opdrachtgeverschap van de gemeente focus liggen op herontwerp van de openbare ruimte. We zoeken een ontwerper (perceel 1) die in samenwerking met een ingenieursbureau (perceel 2) integrale en haalbare ontwerpen maakt voor de “horizontale” openbare ruimte. We werken daarbij gefaseerd: van SO (Ruimtelijke structuur) naar VO (en later –niet onderdeel van deze aanbesteding- Definitief/Technisch Ontwerp).

      De gemeente Heerlen heeft de behoefte om voor het gehele centrumgebied, voor een langere periode, er één integraal en zowel esthetisch als kwalitatief eenduidig ontwerp van de openbare ruimte komt. De implementatie ontwikkeling van de binnenstad neemt nog zeker tussen de 6 en 10 jaar in beslag.

      Daarnaast wordt in een ander perceel een ingenieursbureau ingehuurd. Gezien de rol van het ingenieursbureau (toezien en toetsen op de praktische/technische haalbaarheid en uitvoerbaarheid van het ontwerp) is het zeer wenselijk dat deze percelen gescheiden zijn. Vandaar dat er door één onderneming maar op één van de twee percelen ingeschreven mag worden.

      De gewenste looptijd van de raamovereenkomst is vanwege het feit dat we voor deze opgave bureaus als partner willen die ons gedurende een groot deel van de looptijd en meerdere fasen van advies en uitwerkingen kunnen voorzien. Daarnaast is de aanbestedende dienst van mening dat zij langjarig, structureel en via gezamenlijk innoveren, leren en verbeteren de ambitieuze projectdoelstellingen kan implementeren met één partij per perceel. Datzelfde geldt voor de Opdrachtnemers. Zij leren elkaars werkwijze, de organisaties en personeel daardoor kennen. Dit levert naar verwachting een betere samenwerking en efficiëntievoordelen op en uiteindelijk betere resultaten die bijdragen aan de projectdoelstellingen.
