Award of a contract without prior publication of a call for competition in the Official Journal of the European Union in the cases listed below
  • Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the directive
Explanation:

Deze procedure is toegepast gelet op de aan de gemeente van Rijkswege opgelegde, dwingende spoed in verband met de noodzaak van de uitvoering van de (diverse) regelingen die betrekking hebben op de gemeentelijke opvang van de Oekraïense vluchtelingen.

De gemeente handelde noodzakelijk vanuit de noodwetgeving en heeft om deze reden haar prioriteit en capaciteit ingezet voor de opvang en andere primaire zaken die hiermee verband houden. De vluchtelingen hebben/hadden door de plotseling uitgebroken oorlog acuut noodopvang nodig.
