Explanation:

De Aanbestedingswet stelt dat de inkoop van restauratie van goudleer behang in beginsel een overheidsopdracht is die een bepaalde mate van openbaarheid met zich meebrengt. De mate

van openbaarheid beperkt de gemeente echter door uitsluitend de publicatie van deze vrijwillige transparantie voorafgaand aan het sluiten van de nieuwe overeenkomst met de huidige contractpartij. De gemeente is van mening dat er geen andere partijen zijn dan de huidige die technisch / artistiek in staat zijn om de restauratie goed uit te voeren. Dit belang weegt zwaarder dan het belang van openbare mededinging en marktwerking.
