• De Gemeente te maken heeft met begeleiding aan kwetsbare inwoners en een langere contractperiode beter is voor de continuïteit van de begeleiding aan cliënten;

• De Gemeente tijd wenst in te bouwen om de samenwerking met aanbieders te kunnen bestendigen en daadwerkelijk partnerschap aan te gaan, de inzet van technologische en innovatieve oplossingen mogelijk te maken en aanbieder de mogelijkheid te bieden duurzame investeringen te doen om optimaal invulling te kunnen geven aan de geformuleerde koers en uitvoeringsvoorwaarden.
