         De Opdracht met kenmerk 1-D-13060-23 die is beschreven in dit Beschrijvend Document gaat over het programma ‘Starten in Rotterdam’, onderdeel van het voortraject van de inburgering in Rotterdam. 

         Door de komst van de Wet inburgering 2021 is er een nieuwe situatie ontstaan waarbij de Gemeente nu de regie en verantwoordelijkheid heeft om samen met de Rotterdamse Statushouder (zo snel als mogelijk) een passend (ingekocht) inburgeringstraject aan te bieden. In de nieuwe situatie maakt het programma ‘Starten in Rotterdam’ onderdeel uit van de Brede Intake (in het kader van het inburgeringstraject op grond van de Wet inburgering 2021).

         Het programma is een voorziening die zowel de Statushouder als de Gemeente belangrijke inzichten geeft in de taalontwikkeling, diverse vaardigheden, motivatie en het leervermogen van de deelnemer. Alle opgehaalde informatie uit de Brede Intake ondersteunt de Statushouder en de Gemeente bij het bepalen van een passende vervolgroute.

         Het betreft hier de aanbesteding "Starten in Rotterdam voor de inburgering. Starten in Rotterdam’ is er om Statushouders allereerst thuis te laten voelen in Rotterdam. Het richt zich daarnaast op het bevorderen van de taalvaardigheid en het verbeteren van ieders autonomie. Met als uiteindelijk doel inburgeraars snel en volwaardig mee te laten doen aan de maatschappij.
