         Op Urk bestaat een unieke kans voor een duurzame uitwisseling van warmte en koude tussen visverwerkende bedrijven op het nieuwe bedrijventerrein Port of Urk, en woningen in de nieuwe Zeeheldenwijk. De woningen nemen warmte af en produceren koude. Deze koude gaat terug naar de visverwerkende bedrijven om koelmachines efficiënter te laten draaien.

         De ontwikkeling en exploitatie van Energienet Urk vraagt om een professionele organisatie. De gemeente Urk is van plan hiervoor een Warmtebedrijf op te richten en zoekt daarom een private partij waarmee zij samen een Warmtebedrijf kan oprichten, die vervolgens het Energienet Urk zal aanleggen en vervolgens exploiteren. De gemeente Urk zal in dit Warmtebedrijf de meerderheid van de aandelen bezitten.

         Via onderhavige aanbesteding wil de gemeente Urk een partner selecteren waarmee na gunning in een bouwteamverband nadere invulling/uitwerking wordt gegeven aan de concessie‐overeenkomst en de joint venture‐overeenkomst.

         De Opdrachtnemer ontwerpt het Energienet Urk en de joint venture voor het Warmtebedrijf samen met de gemeente Urk in 1e Fase Bouwteamverband.

         Vervolgens is de Opdrachtnemer binnen het Warmtebedrijf in 2e Fase verantwoordelijk voor het (gedeeltelijk) financieren, realiseren, onderhouden en exploiteren van het Energienet Urk voor een duur van 30 jaar.

         Op hoofdlijnen bevat dit de volgende onderdelen:

         - Het distributienet, distributiepompen, regelsystemen en afsluiters (een deel van de warmtebuizen zijn al gerealiseerd in de ondergrond).

         - Warmte‐ en koudeopslag (WKO).

         - Afgiftesets in gebouwen (buiten de scope valt het invoeden en uitkoppelen van warmte en koude bij de visverwerkende bedrijven. Deze bedrijven zorgen daar zelf voor).

         - Software en regelsystemen.

         - Het aanvragen van vergunningen.

         - Back‐up‐faciliteit voor warmte.

         - Bemetering, facturering, inning en invordering.

         - Benodigde opstallen en technische ruimten.

         - Het aangaan van aansluit‐ en leveringsovereenkomsten met gebruikers.

         - Verzorgen van storingsservice en klachtenregeling.

         - Bieden van klantenservice aan de eindgebruikers.

         - Interne organisatie: administratieve organisatie, interne controle, wet‐ en regelgeving bijhouden, risicobeheersing, controle op informatie en (informatie)beveiliging.

         - Governance van de joint venture.

         - Optioneel: de individuele warmtepompen in de woningen (tijdens de bouwteamfase wordt hierover nader besloten).
