         Kern van de opgave is om de werkomgeving te herinrichten en te optimaliseren (zowel logistiek, werkplekmix als ruimtelijke indeling) waarbij de ondersteunende voorzieningen zowel kwalitatief als kwantitatief toereikend zijn. En daarbij het gebouw uitnodigend én geschikter te maken om om elkaar te ontmoeten en (projectmatig) samen te werken. Kortom, onderdeel van de opgave zijn ambities op zowel de gebruiks-, belevings- als toekomstwaarde.

         Het doel van de opdracht is derhalve het Rijkskantoor Westraven in Utrecht voor Rijkswaterstaat hoogwaardig te ontwikkelen tot een representatieve, uitnodigende en efficiënte werklocatie waar men centraal kan samenwerken en ontmoeten.
