De gemeente Hilversum heeft als doel om elke inwoner van Hilversum in staat te stellen om mee te doen en naar vermogen bij te dragen aan de samenleving. Elke inwoner van Hilversum hoort erbij en doet ertoe.

De gemeente Hilversum hanteert drie groepen met verschillende afstand tot de arbeidsmarkt die in aanmerking (kunnen) komen voor re-integratie dienstverlening. De aanbestedende dienst beoogt met deze 6 Overeenkomsten een zo omvangrijk mogelijk deel van de benodigde dienstverlening te realiseren ten behoeve haar inwoners. Afhankelijk van de groep is het doel om inwoners op korte of langere termijn toe de leiden naar de arbeidsmarkt of om de zelfredzaamheid van de inwoner te bevorderen.

Het doel van de Aanbesteding is om maximaal zes (6) (raam)overeenkomsten met even zoveel Opdrachtnemers af te sluiten voor het uitvoeren van de re-integratiediensten.

Dit omdat het bekend maken van de opdrachtwaarde te veel inzicht zou geven op de door de opdrachtnemer gehanteerde tarieven wat de rechtmatige commerciële belangen van de opdrachtnemer zou kunnen schaden.
