         Europese Openbare Aanbesteding van het Concessie Openbaar Vervoer per Bus en Auto Zeeland (“Concessie Openbaar Vervoer Zeeland 2025”).

         De startdatum van deze Concessie is 15 december 2024 waarmee het Dienstregelingjaar 2025 begint. De Concessie eindigt (zonder verlenging) aan het einde van Dienstregelingjaar 2032. De Concessieverlener kan de Concessie verlengen tot en met het einde van Dienstregelingjaar 2039.

      4. Description of the procurement:
         

         Het betreft een Europese Openbare Aanbesteding van het Concessie Openbaar Vervoer per Bus en Auto Zeeland (“Concessie Openbaar Vervoer Zeeland 2025”).

         De startdatum van deze Concessie is 15 december 2024 waarmee het Dienstregelingjaar 2025 begint. De Concessie eindigt (zonder verlenging) aan het einde van Dienstregelingjaar 2032. De Concessieverlener kan de Concessie verlengen tot en met het einde van Dienstregelingjaar 2039.

         Gedeputeerde Staten van Provincie Zeeland zijn verlener van de Concessie. De Concessieverlener volgt, gelet op de aard en omvang van de opdracht en met inachtneming van de Wet personenvervoer 2000 (Wp2000) en het Besluit personenvervoer 2000 (Bp2000), een Aanbestedingsprocedure conform de Europese Richtlijn van 31 maart 2004, 2004/18/EG, voor Nederland omgezet in de Aanbestedingswet 2012, een Aanbesteding met het gunningcriterium Beste Prijs Kwaliteitsverhouding.

         Er wordt een openbare procedure gehanteerd. Hiermee tracht de Concessieverlener alle mogelijke Geïnteresseerden in de Concessie in de gelegenheid te stellen een Inschrijving te doen. Ten behoeve van de onderhavige aanbesteding heeft dit Bestek (bestaande uit Aanbestedingsleidraad, Concessiebeschikking en Programma van Eisen, en de daarbij behorende bijlagen en de Nota’s van Inlichtingen), te gelden als een aanbestedingsreglement in de zin van artikel 50 van de Wp2000.
