      Afeer heeft ervoor gekozen deze opdracht als raamovereenkomst in de markt te plaatsen. Hier is voor gekozen omdat, vooraf niet kan worden aangeven hoeveel en op welk moment schoonmaakmiddelen benodigd zijn. Door de aanbesteding op te delen in meerdere percelen is rekening gehouden met de positie van marktpartijen in het midden- en kleinbedrijf.
